Orissa Government to create Directorate for Disability Welfare says CM Naveen Patnaik

Report by Dipti Ranjan Kanungo; Bhubaneswar : The Chief Minister Naveen Patnaik inaugurated the International Disabled Day Ceremony organized by the Women and Child welfare Department. The Chief Minister expressed that there is also role of Disabled for the development of the Society.

They are not inferior than the abled persons. The Government is creating a separate Directorate for Disability Welfare as part of the Women & Child Development Department. This will ensure that the persons with disability get a support mechanism for their issues and the same can be redressed in a timely manner, A support structure at the district level will also be created as part of the Directorate for disabled welfare.
Disability Mission under the chairmanship of Hon’ble Chief Minster has been constituted. The members are Secretaries of various Departments and the Vice-Chairperson is Minister, Women & Child Development. The Mission will meet once in six months and take stock of cross cutting issues relating to persons with disabilities which need to be redressed  by different Departments.
The Department has involved Persons with Disabilities as stake holders in various policies and as a first step Task Force on different subjects have been constituted.
Persons with Disabilities face problems in getting Disability Certificate as the competent Medical Authority is at the District level. This is now being decentralized to the level of CHC. Depending on the specialists available at the CHC, appropriate certificate can be given at the CHC level itself.
Government will be opening a special ITI for the disabled for which a blue print is under process. Budget provision for the same will be done in next year’s budget and the work will start after that.
Government has decided to open a hostel for working women with disability. The site has been identified and the issue is under process.
Minister of Women and Child Development Pramila Mallick, Department Secretary Arati Ahuja were present. The Chief Minister felicitated Social activist Dr Kasturi Mohapatra, and released two books and a cassette .
